Regulation on the stopover activity (short stay <24h)

(pursuant to art. 19  of M.D. 100 of 28.04.2017)
  • By measure of the managing body, with prior approval by the Ministry, further water areas may be identified in Zones B and C to be equipped with mooring buoys for recreational craft only, reserved for temporary stopover only, also for the purposes of bathing, positioned compatibly with the needs of protecting the marine environment, suitably equipped and marked. Bathing is permitted in the aforesaid areas according to the methods provided for by the Bathing Safety Ordinance.
  • Nautical craft must comply with the provisions for recreational navigation.

By Resolution of the Municipal Council of Cabras no. 120 of 24.06.2026, the Supplementary Regulation >>, was approved, identifying the following equipped areas:

  1. Area at Tharros and la Caletta – Torre Vecchia. Map and coordinates;
  2. Area at Seu. Map and coordinates;
  3. Area at Mal di Ventre Island. Map and coordinates.

In these areas there are buoys, identified by a sequential number, the use of which is permitted exclusively in conditions of AVERAGE wind below 20 knots and for nautical craft with overall length (OAL) equal to or less than the overall length (OAL) reported, for each single buoy, in the following tables: 6a, 6c, 7b, 8b, 8c.

  • The use of buoys bearing specific exclusive-use markings (where present) is strictly reserved for operators authorised by the Marine Protected Area.
  • In stopover buoys reserved for temporary stopover only, the stopover of a maximum of 2 nautical craft is permitted, also joined together, under the responsibility of the respective commanders, provided that the stopover can be mutually used in safety. In any case, the sum of the overall lengths of the craft moored (directly or indirectly) to the same buoy must be less than the maximum total overall length i
  • The docking of two nautical craft at the same buoy, although technically possible, nevertheless requires specific precautions aimed at avoiding accidents and/or damage to persons, to the nautical craft or to the mooring infrastructure (buoy). When performing the docking operations, therefore, the following prescriptions must be observed:
    • Mooring two sailing craft to the same buoy is not permitted.
    • In the case of two motor craft or of a sailing craft and a motor craft, side-by-side docking (so-called “rafted”) may be performed, but the two craft must be connected to each other by means of a suitable line passed both between the bow bollards and between the stern bollards, after positioning suitable fenders. The rafted side-by-side arrangement between the two craft must take place only after the first of the two has completed the mooring to the buoy. The second craft must not, however, be connected to the buoy.
    • The docking of the nautical craft to the buoy, regardless of the chosen type, must be carried out in safe conditions and the second craft may proceed with the approach and docking operations only after having received consent from the commander of the already stationed craft. In any case the commanders of the two craft must adopt every useful precaution (for example, the use of suitable fenders) so that the two craft, both during mooring and during the stopover, are not subjected to impacts.
    • Without prejudice to different and/or additional provisions set out in specific ordinances of the Oristano Port Authority, before beginning the manoeuvre it is necessary to verify that there are no people bathing within a radius of 50 metres from the buoy and the engines must be kept at the minimum regime suitable to ensure control of the craft for the entire duration of the operation. In the event that it is necessary to proceed backwards, verify beforehand that there are no people bathing in the area in front of the stern of the craft. All necessary measures must also be adopted (e.g. acoustic signals) to signal one’s presence and the intention to dock. Once the manoeuvre is complete, the engine must be switched off.
  • Mooring at the stationing buoys is free of charge and does not entail the payment of any fee. The managing body may introduce additional services other than mooring (including paid ones), which will be associated with the use of these buoys and governed by specific municipal regulations.

Zone B Free Con provvedimento del soggetto gestore, previa approvazione del Ministero, possono essere individuati nelle zone B e C ulteriori specchi acquei da attrezzare con boe di stazionamento per le sole unità da diporto, riservate alla sola sosta temporanea, anche ai fini della balneazione, posizionati compatibilmente con le esigenze di tutela dell’ambiente marino, opportunamente attrezzati e segnalati. Nelle predette aree è consentita la balneazione secondo le modalità previste dall’Ordinanza di Sicurezza Balneare.
Zone C Free Con provvedimento del soggetto gestore, previa approvazione del Ministero, possono essere individuati nelle zone B e C ulteriori specchi acquei da attrezzare con boe di stazionamento per le sole unità da diporto, riservate alla sola sosta temporanea, anche ai fini della balneazione, posizionati compatibilmente con le esigenze di tutela dell’ambiente marino, opportunamente attrezzati e segnalati. Nelle predette aree è consentita la balneazione secondo le modalità previste dall’Ordinanza di Sicurezza Balneare.
