The Marine Protected Area and the Municipal Administration presented the proposed rules to recreational boating enthusiasts at a public meeting in the Centro Polivalente. In the name of simplification and cost reduction, the proposal above all reshapes the rules on short-stay mooring, which change substantially in response to the requests boaters made during the past season. In line with the aim of increasing the participation of citizens and users, this year the MPA decided to take a further step by sharing the proposal with those directly concerned, before proceeding with the usual procedure and submitting it to the Ministry.
Main change: authorisation will no longer be needed for short-stay mooring in the Penisola del Sinis – Isola di Mal di Ventre Marine Protected Area. This also removes the stamp duty, with a corresponding reduction in costs for users.
It will also be possible to pay online and obtain the receipt immediately, through a fully electronic procedure available 24 hours a day, including weekends and public holidays.
Services will be strengthened: a considerable increase in the number of buoys will be matched by an increase in the number of craft per buoy, from one to two. The maximum length of craft rises, for the new-generation buoys, from 24 metres in 2019 to 30 metres this year. The total number of buoys – 32 in 2018 and 54 last season – reaches 98 in 2020. The MPA’s capacity is thus almost four times that of 2019.
There is more. The rules on anchoring also change. New coastal areas with time-limited anchoring have been identified – from 1 May to 31 October – subject to a fee that is included in the short-stay mooring charge: one below Turr’e Seu and one in front of the Saline beach on Mal di Ventre Island, for example.
The anchoring areas may be further extended and, should the rules be approved, the relevant maps will be available in a webgis, accessible from the MPA website and downloadable to smartphones, tablets and computers. By enabling the device GPS, users will see their position and the type of seabed in real time.
Alongside the proposed rules, the MPA intends to further strengthen services for boaters, installing a davit hoist for disabled users at the Torregrande marina and expanding information and awareness services for those who go to sea, with the help of associations long committed to protecting the sea, drawing on the successful “guardiani della sabbia” model.
